Mobility Lab Helsinki’s open call for agile pilots offers the opportunity to produce a three-dimensional urban model describing the traffic environment among pioneers in the world. The agile pilots are part of the development of the city of Helsinki’s digital twin. The developers and experts of Helsinki’s information model support the implementation of the pilots.

On 7th of February Mobility Lab Helsinki released an open call for agile pilots, that aims to gather information from the possibilities offered by the CityGML3 standard and to promote related cooperation between the City of Helsinki, companies and research institutes.

In the open call, we are looking for a maximum of three suppliers. The total budget for the open call is a maximum of 21,000 euros. The maximum cost of one agile pilot (the maximum price) is 7,000 euros (VAT 0%).

Three-dimensional modelling of the traffic environment

The open call offers an opportunity to produce a model of the urban model’s traffic environment among pioneers in the world. The agile pilots are supported by the developers and experts of the city information model of Helsinki.

The pilots may utilise existing data provided by the city, or the data collection may be included in the pilot itself. The 3D material, produced by the pilot, will be later converted into CityGML 3 format by Forum Virium Helsinki’s and the city’s experts. The pilots are not required to deliver ready materials in CityGML format.


The agile pilots are part of the development of the city of Helsinki’s digital twin. The city information model of Helsinki has been made in accordance with the CityGML standard. The CityGML3 Transportation Module has recently appeared in the standard, which allows the lane-level description of the traffic environment. The purpose of the agile pilots is to produce experimental source data from a limited area, from which a model of the traffic environment according to the CityGML3 standard will be compiled into the City of Helsinki information model.

The call opened on February 7, 2023, on the website of Mobility Lab Helsinki. On the website, you will find the request for tenders and the form, the attached materials and all other materials related to the open call. The deadline for offers is 6 March 2023 at 4 pm (EET; Helsinki time).
