The hired persons will be working on a European level project collaboration (co-funded by the Horizon 2020 programme) focused on the procurement of R&D for the development of an operative systems and related technologies for the operation of an autonomous bus line, within a specific urban piloting zone. This novel system will be required to integrate to the particular pilot cities public transportation system and to conform to a minimum service quality level.

Effectively the project focuses on how the cities can use autonomous buses in a systemic way and how to integrate them into the public transport services development and operations.

This piloting is expected to take place in four different European cities in cooperation with local partners.

The project will push autonomous vehicles technology providers beyond the current state-of-theart, with a set of basic requirements such as:

  • Fleet management of several autonomous minibuses that are operating a specific line or zone.
  • Improvement of the driving ability of the single vehicle within the urban traffic, leading to speeds required for the fluent urban traffic and ability to manage driving in congested and complex environments.
  • Integration of the fleet management and vehicle routing to the traffic and public transport system.
  • Improvement of the driving ability during winter and in bad weather conditions.

The projects working language is English. Project starts officially on 1st of January, 2018

Job profiles

The project is coordinated by Forum Virium Helsinki. For that purpose, a project office is created at Forum Virium Helsinki with the overall responsibility for the technical, financial, administrative and dissemination aspects of the project.

EU Project Manager

The Project Manager’s (PM) role requires relevant experience in managing projects, and will act as the sole point of contact between the European Commission and the partners for normal purposes.

PM is the overall responsible for the management of the project office team. The PM will be responsible for: (a) overall co-ordination of the project execution and inter-partner cooperation, (b) supervision of deliverables preparation and submission, (c) organisation of project meetings and reviews, (d) distribution of notes, meeting agendas and minutes, (e) liaison among the Co-ordinator and Partners as well as the liaison between the Consortium and the EC representatives for any contractual matter.

The Project Manager is also responsible for financial reporting and monitoring. The Project Manager will support the partners in the preparation of their financial statements and audit certificates (where applicable), check each partner’s financial statement and detect possible excess of the budget and prepare the consolidated project financial statements.

In effect, the PM is the operational maximum responsible for the project execution in accordance with the project plan, timeline and budget.

a. Job responsibilities

  • Overall responsible for the implementation of the project in accordance with the predefined project implementation plan
  • Coordinating with the partners in organising the project deliverables;
  • Monitoring and/or revising individual budgets;
  • Maintaining the technical relationship with the European Commission;
  • Ensuring the European rules for project implementation are respected;
  • Preparing interim and final reports on the project and budget implementation, preparing costs claim at the end of project periods;
  • Working with accounting assistance to prepare the project audit;
  • Preparation of meetings in the context of the project;
  • Preparing and manage a Pre-Commercial Procurement, including Request for Tenders launch, evaluation of bids, end of phase results, contracts with vendors, et al;
  • Control project communication and dissemination activities;
  • Take part in dissemination and promotional events and workshops;
  • Management of relationship with external stakeholders

b. Qualifications and experience required

Must have:

  • Excellent command of English (written and spoken);
  • A suitable university degree from management, engineering, design, or related fields
  • Proven experience in management and implementation of European projects and familiarity with the Commission’s rules on co-funding projects, especially with the new horizon 2020 framework;
  • Knowledge of the European environment and above all capacity to work in a multicultural context with partners and beneficiaries from several Member States;
  • Strong background in running European Commission -funded development projects
  • Ability to coordinate and work as a member of an international team
  • Willingness to travel (expected frequency: once a month or less)

Nice to have:

  • Knowledge and experience in pre-commercial procurement
  • Knowledge of IPR in a European context;
  • Essential ICT skills: management of ICT projects; ongoing relations with IT providers ensuring development, hosting, maintenance and understanding of IT solutions and quotes in this area, etc.;
  • Knowledge of Smart Cities, IoT, Smart mobility and Autonomous vehicles;
  • Knowledge of the Helsinki region and public transportation actors

Smart mobility systems and Autonomous Driving Technical Manager

The Technical Manager’s role requires relevant experience in managing Smart City and Future of Public transportation type of technical projects, with a focus on the analysing and testing of novel technologies in real life settings.

The Technical Manager

The Technical Manager (TM) will support the technical, functional and non-functional specifications for the development of solutions necessary for the operation of an autonomous bus line, within specific urban areas, in multiple cities and in integration with the local smart transportation systems, and related stakeholders. This will imply a coordination with Helsinki city public transportation authorities and linked city units in order to map out the related infrastructure, facilitation of pilot sites and extraction of learnings.

The Technical Manager is also responsible for supporting partner cities to establish their test pilot sites, providing a horizontal framework for such tests and learnings extraction.

The Technical Manager is part of the project office team. TM will be supporting the Project Manager in the implementation of the project plan and coordination with project partners.

  • Responsible for the technical implementation and pilots in accordance with the predefined project implementation plan.
  • Coordinating with the partners in organising the project technical deliverables;
  • Review state-of-the-art technologies and solutions.
  • Preparation of technical meetings in the context of the project;
  • Supporting vendors in the testing of their prototype solutions inside the cities’ pilot sites.
  • Management of relationship with technical stakeholders, and present technical results in dissemination and promotional events.

b. Qualifications and experience required

Must have:

  • Excellent command of English and Finnish (written and spoken);
  • A suitable university or applied university degree from engineering, urban planning, transport planning, design or related fields.
  • Good knowledge of smart urban mobility, coming either from transport planning or autonomous driving background;
  • Capacity to work in a multicultural context with partners and beneficiaries from several European countries.
  • Ability to coordinate piloting activities in Helsinki and work as a member of an international team.
  • Willingness to travel (expected frequency: once a month or less).
