The purpose of the Circular PSP project is to enable cities of all sizes to adopt circular economy practices more easily, and with less risk by providing a centralised platform for knowledge, guidance, collaboration, and data-driven decision-making.
During the project, suppliers develop an AI-powered platform designed to support public procurement in cities by enabling more sustainable, circular, and climate-conscious purchasing decisions. It brings together dispersed case studies, tools, and data into a single system, tailored to local contexts and languages. This helps the procurement professionals identify suitable circular solutions, define relevant criteria and indicators, and follow structured, step-by-step guidance throughout the procurement process.
Now the project has reached a major milestone and two, the most promising solutions, VCG and Circular AI are in the testing phase also in Helsinki and seven other locations in Europe.
A Call for Follower Cities
With the pilot phase yielding promising results, the project is now expanding. Circular PSP has officially introduced the Follower Testing phase, a program designed for cities and public organisations that want to adopt these tools without having been part of the initial development.
Helsinki has long been a proponent of open innovation, and the Follower Network is the mechanism through which the project’s impact will scale. By joining as “Followers,” other municipalities and European peers can test the solutions in their own local contexts, providing feedback that will refine the technology for a full-scale rollout.
How to Participate
For local authorities and public organisations interested in joining the movement, the window for engagement is opening soon. While the specific registration procedures are being finalised, the Circular PSP consortium has confirmed that details on how to sign up for testing will be announced shortly.

As Helsinki continues to position itself as a global laboratory for circular solutions, the success of the Circular PSP project represents a significant step toward a future where circularity is not just a policy goal, but a standard for every city department and procurement.
