The ELABORATOR project is looking for a company for its summer pilot to improve the accuracy of micromobility parking in Helsinki. The call is open until 20 March 2026 at 4:00 PM (EET).

Based on the tendering process, one innovative pilot will be selected to be implemented in Helsinki during spring and summer 2026. This open call is part of the European Union’s Horizon Europe programme funded ELABORATOR project that aims to promote safe and sustainable mobility.

Open call objectives and budget

The objective of the pilot procurement is to test a new solution for more precise parking of micromobility vehicles – such as e-scooters.

In Helsinki city center and specific restricted areas, parking is only permitted in designated, painted parking spaces. This call seeks camera-based or other types of new technology solutions to provide data on micromobility parking or to improve parking behavior.

  • Budget: The maximum cost of the pilot is EUR 10,000 (VAT 0%).
  • Duration: The pilot is scheduled to begin in May 2026 and last for a minimum of three months.

What kind of solutions are we looking for?

We are looking for one supplier who can offer an innovative solution to support micromobility parking. The solution could be, for example:

  • A camera and edge AI-based model that collects data and analyzes how vehicles are parked in designated parking areas.
  • A “wild card” solution utilizing other new technologies to improve parking.

We value solutions that can provide data in real-time and are easy to deploy and relocate.

How to participate

The call for tender is open to companies with a valid European business ID. The submission of a tender as a consortium (‘team’) is allowed. 

The winning tenders will be selected by the evaluators based on scores assigned in accordance with the evaluation criteria.

The evaluators will select the best proposals based on scoring according to the evaluation criteria.

  • Proposal submission deadline: 20 March 2026 by 4:00 PM (EET).
