PCP WISE project helps cities prepare for floods and droughts

PCP WISE utilises space technology and Earth observation to develop and test innovative water management solutions that will help cities better adapt to climate change and mitigate the effects of floods, fires, and infrastructure damage. 

Objective

The PCP WISE project aims to develop an integrated water intelligence system using Earth Observation (EO) data to enhance European climate resilience.

Duration, partners, budget

  • 1.1.2025–31.12.2027
  • The project involves 26 partners from 10 different countries. These include 11 public sector bodies who are the primary beneficiaries of the project. Also involved are several research institutions, innovation hubs, and consulting firms.
  • The total budget for the project is €19 million, of which Forum Virium Helsinki’s share is €428,000.
  • PCP WISE is a pre-commercial procurement project funded by the European Union’s Horizon program. €12 million of the budget is allocated to companies for the design, prototyping, and testing of innovative solutions that improve on current market offerings.

The role of Forum Virium Helsinki

Forum Virium Helsinki’s role in the project is to act as one of the public procurers and to promote Helsinki’s smart city strategy. The goal is to disseminate the results and promote the adoption of the solutions in Helsinki and Finland. We participate in stakeholder engagement, use case development, technical evaluation, and capacity building.

Benefits for Helsinki

The City of Helsinki is not a partner in the project but is one of the primary beneficiaries. The project aims to develop solutions for the needs of cities. The following benefits can be achieved with the help of these solutions:

  • Improved crisis preparedness and response in the event of extreme weather events
  • More efficient water resource management and utilisation
  • Environmental protection and sustainable development
  • Better decision-making and information management

Responsibility

The project aims to develop environmentally sustainable solutions that help prepare for water-related crises caused by climate change. It also ensures that the solutions developed are sustainable and beneficial for both the environment and people.
